Under the direction of the Board of Commissioners, responsible for serving as the County Commissioners’ agent for the financial and administrative management of Hillsborough County. The County Administrator will direct all activities of the Commissioners’ Office of Administration and Finance, Computer Information Technologies, County Complex, and the Temple Street Courthouse; including budget and finance, payroll and accounts payable, human resources, labor relations, information technology, facilities management, risk management, and strategic planning. Responsible for implementing decisions of the County Commissioners and for assuring compliance with all laws, statutes, rules, regulations, and policies governing county activities, administration, and monies. Manages a staff of approximately twelve with six direct reports.
Ability to recognize County-wide priorities and work cooperatively to support their accomplishment; ability to conceptualize and operationalize goals and objectives for the County; ability to analyze complex issues and to develop relevant and realistic plans, programs, and recommendations; ability to market programs and ideas; to communicate effectively both verbally and in writing; to establish positive relations for the County; and to interact effectively with a wide variety of people, including appointed and elected officials and the general public. Must have expert knowledge of statutes, laws, regulations, codes, policies, and procedures relevant to County Administration. Ability to present in public forum; ability to understand County issues as they relate to legal consequences. Must have strong analytical skills, capacity to understand financial/bureaucratic/political dynamics.
Duties require knowledge of county administration with a strong background in budget and finance equivalent to completion of a Master’s degree and seven to ten years of related experience, or equivalent combination of education and experience. Requires deep knowledge and broad experience, combined with a collegial style that will engender trust and enable collaboration across the organization.
